HDB hazard

I came home to find this at my lobby:

A chunk of the wall broke and fell onto the floor at the lift lobby, where my mum sometimes sit and chat with other residents. Close up of the debris:

Those are big chunks of cement that fell that can be potential fatal. My flat is only 3 years old – clearly natural degradation should not take place yet. The only plausible and acceptable reason is the substandard job the building contractors have done. How else can wall crack and fall this way?

Had anyone been sitting underneath the wall, s/he may have been grievously injured.

Is this the kind of building standards we can expect out of the HDB bidding system?
